Board & Management

Following the NZCID Annual General Meeting, 26 November 2009, we are pleased to announce the following changes to our board - and welcome new members.

John Rae
Chairman

Managing Director of the Stevenson Group - the holding company for Stevenson family interests, is a member of the Institute of Directors & a director of a number of private companies.

John was involved in banking in NZ & London in various treasury & capital market roles for 10 years before returning to NZ in 1991 and undertaking a number of private equity, venture capital & corporate finance transactions in NZ & Australia.   He has been involved with Stevenson as a Director & then in his current role for seven years.

The Stevenson family relationship with New Zealand's infrastructure began in the lower North Island in 1912 & the 100% family owned operation is now a diversified group of companies with interests in building products, quarrying, contract mining, farming, engineering & property. The Group employs more than 700 staff & is now based in South Auckland.

Malcolm Alexander
Genesis Energy

Malcolm Alexander is General Manager Corporate Affairs for Genesis Energy and is responsibile for strategic planning, government and stakeholder relations, regulatory affairs, corporate environmental policy and corporate social responsibility.

From October 2002 to November 2008 he was Independant Chair of Telecommunications Carrier's Forum.  He was a member of the Electricity Commisson's Transmission Advisory Group for four years, and a member of the New Zealand Government's Digital Startegy Advisory Group until its disbanding in May 2008.

Malcolm Allan
Westpac Institutional Bank

Executive Director,
Head of Client Relationships

Westpac Institutional Bank serves the banking needs of corporate, institutional and government customers either based in, or with interests in New Zealand and Australia.  This is achieved through dedicated industry teams supported by specialists with expertise in transactional banking, financial markets and debt capital markets.

Malcolm has been at Westpac for the last 19 years and Head of Client Relationships in New Zealand since 2006. This role is responsible for managing the relationship teams to deliver on the business strategies of Westpac Institutional Bank.

In addition to the client leadership role, Malcolm has a “watching brief” in relation to the development of infrastructure financing in New Zealand.

Malcolm holds a Bachelor of Arts degree majoring in Economics from Strathclyde University in Scotland; a Bachelor of Business and Commerce from Victoria University; and is a member of the Institute of Chartered Accountants of New Zealand.

Paul Buetow
Kensington Swan

Paul leads Kensington Swan's Infrastructure Business Unit.  He is recognised as one of New Zealand's leading infrastructure and construction lawyers.  Paul acts for and is involved with all parts of the industry - government, local authorities, developers, contractors, and industry bodies.  He has significant front experience and provides advice on major infrastructure standard and specialist construction contracts, including NZS 3910, FIDIC, NEC 3, Alliance and Collaborative Contractors, and PPP's.

Paul has worked alongside NZCID for many years, and in 2006 joined Stephen Selwood on an international investigation of how other countries managed their infrastructure.  Paul and Stephen prepared a report which was presented to government and other major parties, analysing how New Zealand could improve its infrastructure development.  Paul has also been a member of the Auckland branch executive of the New Zealand Contractors' Federation for over 8 years.

Andrew Caseley
Board Member

Andrew Caseley is the Director New Zealand for MWH New Zealand Ltd and is based in Christchurch.

MWH is an employee owned engineering, environmental, technology and management company and one of New Zealands leading multi-disciplinary consultancies.  Employing over 700 staff throughout New Zealand (and over 6,500 worldwide), MWH are well known for their expertise and experience in helping infrastructure owners create and better manage their assets.

Prior to his role with MWH New Zealand Andrew was the Chief Executive of the Hawkes Bay Regional Council for 13 years.  Previous roles have included Financial Controller / Company Secretary of an investment company and a consultancy role with a predecessor organisation of PriceWaterhouseCoopers.

Andrew is qualified with a Bachelor of Commerce Degree in Accountancy, a Diploma of Management and is a member of the New Zealand Institute of Chartered Accountants.

Robert Jones
Leighton Contractors

New Zealand Manager

Robert is the Country Manager for Leighton Contractors construction operations in New Zealand

He moved to New Zealand with Leighton in September 2003 to take up the position of Project Director, for the $360m Northern Gateway Alliance which built the Northern Motorway Extension from Orewa to Puhoi.

He held this position until February 2007 when he handed over this role to his Deputy in order to take up his current position to develop the Leighton operations in New Zealand.

Originally from the UK, he brings over 30 years experience in the construction industry, and he has extensive experience in managing major engineering projects, which have taken him to Nigeria, Trinidad & Tobago, Thailand, Mongolia, Australia and more recently New Zealand.

Robert has significant international experience in collaborative and alliance contract procurement methods.

He is a Fellow of the Institution of Engineers, Australia, a Fellow of the Chartered Institute of Building (UK), and a Fellow of the Australian Institute of Building. 

He is also a Member of the Board of Trustees for Camp Bentzon Community and Children’s Camp on Kawau Island.

Mark Malcolm
Downer EDI Works

Mark Malcolm is the General Manager of Downer EDI Water. He is a member of the NZ Executive of Downer EDI Works, a company with over 3,500 employees in New Zealand which operates across the infrastructure spectrum.

Mark is a chartered professional civil engineer who has worked in senior roles on both the client and service provider sides of industry. Prior to relocating to New Zealand in 2005, Mark spent a decade in the UK with Thames Water, a major international water business. He has also worked elsewhere internationally, including building projects in the Middle East and short-term community development projects in Africa and South America.

Fraser Wyllie
Hawkins Infrastructure

Fraser Wyllie is the General Manager of Hawkins Infrastructure, a division of Hawkins Construction.  Hawkins Infrastructure has grown exponentially since its inception in January 2007, and is thriving under Fraser’s leadership. 

As a charted professional civil engineer Fraser has over 20 years construction industry experience within New Zealand and internationally including Britain, Hong Kong, Singapore and Fiji.  This experience covers the Power, Rail, Roading, Water, Mining, and Commercial sectors.

Previously to his role with Hawkins Fraser held previous Senior Management positions at companies such as Brian Perry Civil, PipeWorks, and Fletcher Construction.

Fraser has an MBA and holds a strong interest in Risk Management and Strategic Planning.

Stephen Selwood
Chief Executive

Stephen leads NZCID's advocacy of and investigation into key infrastructure development issues in NZ and abroad. This key role is focused on highlighting the direct link between world class infrastructure and New Zealands capacity to achieve its economic and social potential.

Stephen is an expert on infrastructure policy issues and a regular adviser, commentator on these subjects.

Until his CEO appointment with NZCID, Stephen held various senior management positions with the Automobile Association in both operations management and policy areas.
