Progressing Private Public Partnerships (PPPs)

Public Private Partnerships (PPPs) provide a means to help fund much needed investment in New Zealand’s infrastructure.  From a government perspective PPPs offer the ability to  link payment to the quality of the service provided, transferring risk from the public to the private sector and incentivising innovation in the delivery of public services. From an Iwi and business perspective PPPs provide new opportunities for investment and for forming long term business partnerships.

Iwi Leaders Tukoroirangi Morgan (Chairman Tainui) and Mark Solomon (Chairman Ngai Tahu) present their experience with PPPs to date, and their visions for the future. A PPP Case Study and a Panel Discussion from both the Business and Iwi perspectives with leaders from Ngapuhi, Tuwharetoa and Ngati Whatua, will provide some thought provoking debate on what needs to happen to get things moving, for the benefit of Auckland and New Zealand.

ULTRA-FAST Broadband: FAST FOWARD to the Future

Ultra-Fast Broadband will be the catalyst for change in the telecoms environment and will unleash a new era of innovation.  To fully realise the possibilities of ultra-fast broadband, New Zealanders need access to a simple, cost-effective and flexible service that is ubiquitous across the country.  To achieve this all participants in the infrastructure build, and its operation, must work together using a standardised, efficient network architecture.

Furthermore, efficient re-use of existing infrastructure will help the overall business case and induce an even more competitive environment.  This will enable businesses and consumers to enjoy the benefits for ultra-fast broadband without technical concerns and in the knowledge that competition is presenting them with the best service at the best price.

This is how we will deliver a well-balanced and viable digital eco system to support the social and economic growth of New Zealand.

The Vector presentation takes place in our home of the near future – the “Sub”. Here you’ll see the transformative effect of the amalgam of fibre-enabled living combined with renewable energy and smart appliances.

The presentation takes the form of a tour through the Sub taking you through typical scenarios played out in New Zealand households every day. From preparing a meal in the kitchen through to making the most of the ultra-fast fibre to work from home and ending in what could soon be a typical kiwi lounge at the end of a productive day.

The promise of the fibre future throughout the Sub tour is underpinned by the energy story – with it’s emphasis on the renewable sources such as wind and solar combined with smart, efficient appliances and, of course, smart metering.

The Sub is a leading example of just how New Zealanders, in their day-to-day lives, can experience the freedom that fibre to the home can deliver alongside the social responsibilities of minimising our collective carbon footprint.

Help shape the future of the National Infrastructure Plan

We all play a part in building our nation’s infrastructure - and our futures depend on it. The Government needs an increase in value and productivity from the industry, and the industry needs certainty of future plans and priorities to be able to invest with confidence. The National Infrastructure Plan, currently being developed by the National Infrastructure Unit, can deliver this for us.

The plan is a work in progress so now is the time for the industry to come together and share our thoughts, ideas and solutions to the big issues and what can realistically be done to address them.

Facilitated by GHD in partnership with the New Zealand Council for Infrastructure Development, this workshop brought together the leaders of infrastructure firms and leaders of both central and local government to add their perspective on the future shape of the Infrastructure Plan.

Richard Forgan, Executive Director of the National Infrastructure Unit provided insight into the current development of the National Infrastructure Plan.

The forum will enabled interaction of key policy decision makers and industry.

Action point from this event will be distributed to attendees at a later date.

These seminars were led by Dr Andrew Edkins, senior academic at University College London, Andrew has been actively involved in PFI/PPP as well as researching and teaching PFI/PPP.

Long Term Optimisation of the New Zealand Port Sector

Presented by Peter Casey, Chief Executive Officer and Aimee Cormer, Project Manager, Auckland Regional Holdings

As a remote trading nation, with import-export trade representing around 70% of GDP, seaborne international trade is of critical importance to New Zealand.  It is therefore vital that New Zealand has a cost-effective ocean freight network, supported by highly efficient ports and domestic transport infrastructure.  Currently, the structure of the New Zealand port sector is neither efficient nor sustainable, and this poses a significant threat to the nation’s future international competitiveness.

Auckland Super City - Waterfront Development

The Auckland Waterfront has been identified as a key area of concern for Auckland.  The waterfront suffers from a history of poor decision making and bad urban design.

A submitter to the Royal Commission highlighted that the lack of leadership towards the development and progress of the Auckland Waterfront has led to a number of mandated public entities, a lack of connection between each part of the waterfront (including the disconnecting effect between Auckland City Centre and the Waitemata Harbour) and a high level of political and public interest not mirrored by momentum.

While there have been some success stories in recent years (Viaduct Harbour, commercial development and Princes Wharf) these have occurred largely from the demand of large international events (the America's Cup) or from a single party ownership or control. Following this, the Royal Commission has recommended a City Centre and Waterfront Development Agency to undertake planning and any further developments of the waterfront area, to be established by the Auckland Council and/or central government along with a City Centre and Waterfront Committee (chaired by the Mayor of Auckland) and a City Centre and Waterfront Community Board.

NZCID's Broadband: fast-wiring for New Zealand's future

The Broadband Strategy Options for New Zealand report from InternetNZ is the first publicly-released comprehensive costing model for a fibre network in New Zealand.

The New Zealand Council for Infrastructure Development and InternetNZ will present key findings of the research and guest speakers from key industry players Kordia, Alcatel-Lucent, and Vector will lead a discussion on the potential opportunities for central and local government, and private investors.

Hosted by Bell Gully, the workshop will explore how the utility option might work, the cost comparison with other options for high speed broadband roll out and lessons learned from initiatives already underway.

18 November 2008 NZCID AGM hosted by Deloitte

Members attended the New Zealand Council for Infrastructure Development's, Annual General Meeting, hosted by Deloitte. 

Featured speaker: David Caygill Chair of the Electricity Commission

As head of New Zealand's electricity regulator, David will give a presentation on the state of the industry.  Electricity infrastructure impacts every sector of New Zealand's economy.  Take this opportunity post election to discuss with David your views and concerns on the adequacy or otherwise of security of electricity supply in New Zealand.

3 September 2008 Ernst & Young

Ernst & Young's latest infrastructure advisory report and a case study discussion regarding the latest Australian PPP to reach financial close.

Session One:  "The economic contribution of Sydney's toll roads to NSW and Australia"  
Commissioned by Transurban this report indicates that economic benefits have been well above those originally estimated for the individual toll roads, and underlines the significant role of transport networks as a driver of economic development.  

"The economic contribution of Sydney's toll roads to NSW and Australia, marks the first time the economic impact of the city's toll roads have been assessed as a network, and the wider socio economic impacts considered."

This provides an insight for New Zealand as to the potential of timely delivery of modern motorways as a driver of economic growth.

Presented by Dr. David Cochrane, partner in the Ernst & Young Australian Project Finance team, it is aimed at policy makers, from both local and central government, as well as those currently involved in the construction, finance and advisory services. 

Session Two:  Case Study

Neal Johnston, also from the Ernst & Young Australian Project Finance team, will provide insights into the Airport Link/Northern Busway project that, as the biggest roading PPP ever done in Australia, closed only in the last weeks. The project includes public transport and busway solutions, rather than solely tolled roading and will therefore be of direct interest to a broad range of attendees.

2008 Principal For A Day

Principal for a day is a special event that matches business and community leaders to school principals.  The event is a catalyst for strengthening relationships between Manukau schools, community and business leaders.

In 2008 our Chief Executive, Stephen Selwood had the pleasure of participating in this event, hosted by Principal Judy Brown, the staff and students of Mellons Bay Primary School.

March 2008 Transit Briefing for NZCID Members on the Waterview Connection Project - 19th March at Bell Gully

Transit New Zealand provided an in depth briefing for NZCID members with a specific interest in what will be NZ's most significant roading project for many decades - the Waterview Connection in Auckland.

Hosted by Bell Gully the briefing will covered:

  • strategic overview of the project
  • the concept design for the tunnel option
  • projected traffic volumes
  • planned RMA consultation process
  • project timeline

The discussion focused on key issues affecting the viability of the project, cut and cover alternatives to the preferred tunnel option, four lane versus six lane tunnel, and PPP delivery options, pending submissions to the PPP Steering Group process which are due on 11 April, 2008.

After last year's sell out success, Building Nations - the annual NZCID Symposium - returned in full force in 2007. Hosted at breathtaking Castaways Karioitahi Beach in Auckland, the day included informative presenters paired with great food, wine, entertainment and networking.

The event provided a prime opportunity for members of the infrastructure sector to gain focused access to high level infrastructure experts from home and abroad and debate current and topical issues in their field. 130 plus conference attendees came from diverse sectors across New Zealand infrastructure, equity owners, service providers, public sector agencies, policy and decision makers, and major infrastructure users.

Developed and run directly by the NZ Council for Infrastructure Development, Building Nations stands above the usual conference crowd marked out by a unique focus on national infrastructure development and the potential benefits of private sector involvement. Insight and analysis will be presented by industry leaders within the public and private sectors, with direct experience in national infrastructure development.

Given the region's current challenges, the Government believes governance reform is necessary.  A number of ideas were initiated last year by four of the region's mayors.  These ideas were unsuccessful in securing support from the Mayoral Forum.  Councils are now working with the Government to examine possible scenarios for improvement.  This process will report back on July 31st. Before then it is important Aucklanders have their say on this issue, the outcome will shape our future.  NZCID believes that fundamental change is vital, the time is now to get it right for Auckland.  The outcome of the Government's review will be key to ensuring the region's future.   Any option for reform must give all Aucklanders democracy, clear strategy, effective administration and world class services.  We are currently meeting with the regions leaders, influencers and key business and community groups to discuss the shape that reform could take.  With the kind support of Bell Gully, NZCID invites members to a pre-briefing to examine the issues and hear your views on the potential for change.

PPP Principles In Practice

Up to sixty infrastructure sector executives  attended a day of focused executive development based on Bond and Melbourne universities' PPP Masters programs.  Members of the infrastructure sector to gained access to high level experts and learnt the practical principles of Public Private Partnerships (PPPs), examined international performance and questioned whether there is a place for PPPs in the New Zealand context.
